GCYSA Referee Pay Scale and Policies

The Granite Country Youth Soccer Association (GCYSA) requires referees to be United States Soccer Federation (USSF) certified. Recertification is required per USSF policy.
USSF certification may only be accomplished through the successful completion of an approved USSF course of instruction.
The GCYSA will reimburse $80 that is paid for registration into a USSF certification clinic. Such reimbursement shall require the newly certified or recertified referee to officiate five (5) GCYSA games to qualify for the reimbursement. The referee shall also receive the regular pay for those five (5) games.

Trainees and referees with expired certifications may be used as “club ARs” for U10 and D3 games as required. They will be paid $5.00/game. Other “club linesmen” will not be paid.
GCYSA Referee Policies
1. Unpaid coaches will officiate U6 games.
2. Games shall not be played without a certified center referee except in an emergency with the permission of the referee assignor.
3. Club-certified linesmen shall receive $5.00 per game (any age group). Linesmen not actively involved in the GCYSA referee development program shall not be paid.
4. The coach of both teams must be informed when using anyone who is not certified. If the game is Division 2 (or higher) the coaches must sign their approval (of the officials) on the game card prior to the start of the game.
5. Travel expenses will be paid $0.40/mile each way for all drivers who travel over 30 miles (one way).
6. The referees must observe the Referees Code of Ethics adopted by GCYSA.
7. All certified referees are required to wear a USSF approved referee shirt, black shorts, three-stripe black socks and predominantly black shoes. The shirt must be tucked into the shorts and the socks must be pulled up over the shins. A (predominately black) cap may be worn. Sunglasses may be worn if necessary, but are not recommended.
8. The referee shall arrive at the field approximately 30 minutes prior to the scheduled start time and shall remain at the field at least 15 minutes after the game is played.
9. The Under 10 and older games require the completion of a game card which is supplied by the home team coach. It must be complete and accurate when given to the winning coach after the game. In the case of a tie it shall be given to the home team coach.
10. Players shall be “checked in” before the start of the game. Their names and jersey numbers shall match the game card. In CAYSA games, player cards shall be checked against both the players and the game card. Players without player cards shall be noted on the game card. Players not present or “sitting-out” shall be crossed out or not listed on the game card. If a player is sitting out due to penalty points, their name should have “SAT OUT” printed across it in dark, bold letters. Both coaches shall be asked to sign the game card after the game.
11. Referees should not engage in arguments with the participants or spectators. If a game must be suspended or abandoned, the game card shall be kept by the referee and turned in to the GCYSA Referee Commissioner. If the abandonment is for any reason other than weather, a report of the event(s) must be filed with the game card.
12. Players will not be allowed to wear hard casts of any kind, whether they are soft-wrapped or not.
13. The referee shall determine what footwear is safe. Toe cleats will be allowed if they are determined to be safe.
14. Coaches (including assistant coaches) will not be allowed to venture down the sidelines across their opponent's bench or any further than the penalty area on their own half. Parents shall not be allowed at the ends of the field without the referee's permission (to take a picture, treat an injury, etc.).
15. The USSF Laws of the Game, as modified for youth play, shall apply to all competitions.
16. The players and rostered coaches (only) shall occupy one sideline. Parents and others shall occupy the opposite sideline.
